The directive targets to maximize and utilize investment capital sources to develop the economy; invest in economic and social infrastructure in favor of implementation of goals and norms which will be
submitted to the Part Congress and orientation of socio-economic development strategy and five-year socio-economic development plan (2021-2025).
Especially, public investment capital will be allocated to finalize and accelerate key projects.
In addition, the directive aims to make breakthroughs in attracting private resources and foreign capital in PPP modal to develop important socio-economic infrastructure and social projects including healthcare and education.
Meanwhile, central budget will be given to ethnic minority and mountainous people in Ha Noi.
The directive tasked departments, sectors, and districts to review projects which had been assigned
for the medium-term investment plan in the 2016-2020 period;
and review debt capital.
These agencies were asked to select the list and capital allocation for every sector, field, and program./.
