According to the Decision, the implementation of the "Research and development of investment attraction policies for Hanoi to lead the Northern region in the development of the semiconductor microchip industry, artificial intelligence, digital technology, and emerging industries" is of great significance for making the city a top destination for domestic and international investors. At the same time, it contributes to promoting double-digit economic growth for the capital in the period 2026–2030 and the following years.
The research subject of the Outline is investment attraction activities in the aforementioned industries. The target includes enterprises, investors, management organizations, relevant departments and agencies, within the spatial scope of: the Hanoi area, taking into account regional linkages with the Red River Delta and the Northern region from 2020 to the present.
The Outline focuses on four research methods, including: data collection; review and analysis of secondary materials; expert method; statistical and comparative methods; and field surveys. The task will be carried out in 2025.
The main research contents to carry out the task of attracting investment in the development of the semiconductor microchip industry, artificial intelligence, digital technology, and emerging industries include: researching and developing groups of reports on some theoretical issues and practical experience, current status, and proposed solutions; organizing two scientific seminars: "Development of the semiconductor microchip industry, artificial intelligence, digital technology, and emerging industries – drivers and foundations of new growth in the new era"; evaluating the current status and proposing investment attraction solutions for the development of the semiconductor microchip industry, artificial intelligence, digital technology, and emerging industries in Hanoi.
In addition, the Outline also refers to the products and applications of the task's output, which include comprehensive reports, summary reports, and result reports submitted to the Hanoi People's Committee. The products of the task will serve as reference materials for the city's leadership in directing and managing relevant issues. The research results will also be valuable documents for relevant departments/sectors and localities to study and reference in the process of state management. Associations and businesses can also refer to the contents and evaluation results to identify investment directions.
The Hanoi People's Committee assigned the Hanoi Institute for Socio-Economic Development Studies to take the lead and be fully responsible for the content of the outline, the implementation methods, and the quality, effectiveness, and applicability of the task's output.
