The plan sets specific targets: to raise a total of approximately USD 870,000 for the city-wide "Gratitude Fund"; present 1,102 "Gratitude Savings Books"; renovate and upgrade 28 memorial works dedicated to fallen soldiers; and support the repair and improvement of housing for 149 families of those who rendered meritorious services to the nation.

The city aims to ensure that 100% of families of those with meritorious services maintain a standard of living equal to or higher than the local average, and that all surviving Vietnamese Heroic Mothers are fully cared for both materially and spiritually, ensuring the best possible quality of life. Hanoi will also continue to mobilize organizations, agencies, and social and political bodies to adopt and provide care for newly recognized Vietnamese Heroic Mothers, targeting a minimum support level of USD 80 per person per month.
Commemorative Activities
Public Information and Communication: Dissemination of the meaning of War Invalids and Martyrs Day; promotion of revolutionary traditions, patriotism, national pride, and the sacrifices made by martyrs and individuals with meritorious contributions to the country. Promotion of Party guidelines, and State and City policies related to people with meritorious services. Implementation of Policies for People with Meritorious Services: Continued review and resolution of pending cases; cooperation in the search, collection, and identification of remains of martyrs with insufficient information as directed by central authorities. Effective implementation of care and rehabilitation for individuals with meritorious services; provision of care and treatment for children of resistance fighters affected by chemical toxins. Enhanced inspection and supervision of the implementation of preferential policies from the city level down to grassroots units. "Gratitude" Movements: Organizing visits and presenting gifts to people with meritorious services; maintenance, renovation, and beautification of memorial sites honoring martyrs.
Visitation and Gift Giving
Individual Gift Values:Cash gift of approximately USD 80 per person will be given to:
Vietnamese Heroic Mothers War invalids, type-B war invalids, and those entitled to similar benefits with a 21% or more reduction in working capacity Sick soldiers with a reduction in working capacity of 41% or more Primary relatives of martyrs Individuals exposed to toxic chemicals during the resistance who are currently receiving monthly allowances.
Each eligible individual will receive only one gift from the city, even if they fall under multiple categories.
A cash gift of approximately USD 40 will be given to each representative worshipping a martyr (one gift per martyr).
Gift Values for Organizations and Outstanding Individuals:The Department of Home Affairs and local-level People's Committees are authorized to visit and present gifts to 37 institutions, each receiving between approximately USD 440 and USD 640.
Specifically, the USD 640 gifts will go to:
The Vietnam Friendship Village Centers in neighboring provinces hosting individuals with meritorious services from Hanoi The City Association for Victims of Agent Orange Hanoi Funeral Service Unit The Hanoi Center for Care and Treatment of Victims of Agent Orange/Dioxin Units providing care for war invalids and related individuals Enterprises certified to employ 30% or more of their workforce as war invalids, those entitled to similar benefits, or sick soldiers
The USD 440 gifts will be presented to management boards of city cemeteries.
Additionally, 72 outstanding individuals—families of martyrs, war invalids, sick soldiers, individuals affected by toxic chemicals during the resistance, or others with particularly difficult circumstances—will each receive a gift worth approximately USD 240.
The Hanoi People's Committee has instructed full and timely implementation of all preferential policies of the Party and the State for those with meritorious services. The city will enhance the effectiveness of "Gratitude" movements and improve the material and spiritual lives of those who served the nation.
Commemorative activities will be meaningful and efficient, engaging all Party members, government officials, youth, and the wider community. City departments, branches, the Fatherland Front, and various organizations, as well as district and local-level People's Committees, are to lead and organize visits and gift-giving activities in a transparent and democratic manner. Violations—such as incorrect policy application or failure to fully distribute gifts—will be strictly identified and dealt with.
