Vietnamese Gov't pushes for digitalization

Politburo member and Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on the development of science and technology (S&T), innovation, digital transformation, and Scheme 06, chaired the Committee’s second session on May 17.

At the Hanoi bridge point, Nguyen Trong Dong – Standing Member of the Hanoi Party Committee and Vice Chairman of the Hanoi People's Committee – attended the meeting, together with leaders from several relevant departments and sectors.

According to the report presented at the session, leadership, direction, and administration have been implemented decisively and executed in a synchronized manner, with strong determination from central to local levels. Institutions, mechanisms, and policies related to science and technology, innovation, digital transformation, administrative reform, and Scheme 06 continue to be refined.

Notably, the National Assembly issued Resolution No. 193/2025/QH15 on February 19, 2025, piloting several special mechanisms and policies aimed at creating breakthroughs in national science and technology development, innovation, and digital transformation.

At the 9th session of the 15th National Assembly, 19 draft laws and three resolutions are being submitted for consideration. Meanwhile, the Government has issued 11 decrees. In addition, the Vietnam Digital Government Architecture Framework version 4.0 has been officially promulgated.

Overview of the meeting. 

Digital transformation and e-commerce continue to develop strongly. The ICT industry has seen notable progress. Tax administration and e-invoicing have been deployed forcefully and effectively, contributing to an increase in State budget revenue (1.3 billion invoices processed in the first 4 months of 2025, up 15%); tax collection from e-commerce activities has grown significantly (USD $1.35 billion in the first 4 months of 2025, up 19%).

The implementation of Scheme 06 has been vigorously promoted and widely disseminated, bringing practical benefits to citizens and businesses, enhancing social management, and supporting socio-economic development. 

The national population database has been strengthened with practical results (100% of eligible citizens issued chip-based ID cards; more than 63.4 million electronic identification accounts activated; 43 utilities provided on the VNeID application, an increase of 12 utilities since the end of 2024; 12.8 million driver's license records cleaned).

Online public services for citizens and businesses are increasingly improved, gradually building a professional and modern administrative system (58 out of 76 essential online public services deployed; 200 administrative procedures can be reduced in document requirements).

Electronic Health Records and e-Medical Records have been integrated with more than 15.5 million citizen data points; a Medical Data Coordination System has been put into operation (with 172 medical examination and treatment facilities in 29 localities using e-Medical Records); the deployment of Digital School Records has been expanded. Over 2.9 million policy beneficiaries have received social welfare allowances, and 80% of citizens receive pensions and social insurance benefits via bank accounts.

Administrative reform has been vigorously implemented, especially in streamlining and restructuring the state administrative apparatus (government structure streamlined to 14 ministries and 3 ministerial-level agencies; simultaneous rapid and decisive reorganization of administrative units at all levels and the development of a two-tier local government model).

In his concluding remarks, on behalf of the Government leadership, Prime Minister Pham Minh Chinh acknowledged and praised the efforts, dedication, and achievements of ministries, sectors, and localities in recent times.

Minister Pham Minh Chinh said a clear guiding principle: the acceleration of science and technology (S&T), innovation, and digital transformation must go hand in hand with the simplification, and decisive removal of cumbersome and burdensome administrative procedures. He called for an end to the “ask-give” mechanism, a reduction in time and costs for citizens and businesses, and strict adherence to regulatory compliance.

The Prime Minister stressed the need to place citizens and businesses at the center, as subjects, drivers, and resources of development, while promoting public-private partnerships to mobilize resources. He also urged faster, bolder, and more effective leadership, direction, and implementation, alongside strengthened inspection, supervision, and resolution of obstacles and emerging issues.

Highlighting several key tasks and solutions for the coming period, the Prime Minister called for continued awareness-raising, breakthrough thinking, a strong political determination, and resolute leadership and direction to create new momentum, new driving forces, and a renewed spirit across society.

Intensify broad and deep communication to raise social awareness of S&T, innovation, digital transformation, administrative reform, and Scheme 06. Substantively and widely organize emulation movements nationwide to leverage the collective strength of the political system and the active participation of businesses and the people, especially the movements "The whole country competes in innovation and digital transformation" and "Digital Popular Education".

In addition, it is necessary to intensify the review, development, and refinement of institutions, mechanisms, and policies; ensure resources for S&T, innovation, and digital transformation, with priority mechanisms to mobilize resources.

Prime Minister called for the development of modern, synchronized digital infrastructure, urging ministries, sectors, localities, and enterprises to build their own databases and ensure connectivity with national databases. He emphasized the need to conduct controlled pilot programs in emerging technology fields and to advance smart production models.

Ministries, sectors, and local authorities were also directed to prioritize comprehensive digitalization and actively promote the application of artificial intelligence in state management activities.

He said it's necessary to promote administrative reform and build a professional, modern public administration. Efforts must continue to improve the delivery, quality, and effectiveness of online public services, closely linked to the reorganization of administrative units. The vigorous implementation of Scheme 06 remains a key priority.

"The development of science and technology, innovation, national digital transformation, administrative reform, and the implementation of Scheme 06 must be pursued strongly, comprehensively, and sustainably,” the Prime Minister stated. “We must think genuinely, act genuinely, achieve real results, and ensure real benefits for the people. Only then can these efforts truly drive socio-economic development and continuously improve the well-being and happiness of our citizens," said the prime minister.
