Hoa Lac High-Tech Park and other industrial zones in the city are currently home to over 840 investment projects, including more than 340 foreign-invested enterprises. Through the implementation of this coordination mechanism, the Management Board hopes to create an attractive living and working ecosystem for the foreign community, particularly experts and scientists working in the city's high-tech and industrial zones.
This signing is seen as a practical initiative that concretizes the role of people-to-people diplomacy, a strategic bridge in advancing international cooperation, the development of science, technology, and innovation, contributing to the realization of the goal of making Hanoi a leading regional and global center for science, technology, and innovation.

Agreeing with this perspective, Chairman of the Hanoi Union of Friendship Organizations Nguyen Ngoc Ky stated that the signing of the coordination regulation between the Hanoi Union of Friendship Organizations and the Management Board of High-Tech and Industrial Zones represents a highlight in strengthening people-to-people diplomacy in the capital, contributing to the breakthrough in developing science, technology, innovation, and digital transformation nationwide.
Ky emphasized that promoting people-to-people diplomacy and establishing friendship sub-associations within high-tech and industrial zones not only helps to build a connected ecosystem among experts, engineers, and workers both domestically and internationally, but also lays the foundation for enhancing international cooperation, scientific and technological exchange, as well as promoting the image of Hanoi, driving economic development, and elevating the city's international standing.
Accordingly, the two sides agreed to establish, maintain, and develop a cooperative relationship, supporting each other in fulfilling the task of advising the city on building strategies, programs, and plans to strengthen people-to-people diplomacy, and contributing to the advancement of science, technology, innovation, digital transformation, and international integration.
The areas of cooperation will focus on developing the people-to-people diplomacy workforce in the capital, mobilizing and utilizing foreign resources to implement Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation, as well as conducting external information activities.
