According to the task outline, the project's core objective is to propose mechanisms and policies for the development of key industrial products for the period 2026–2030, with an orientation toward 2045, aiming for the city's key industrial products (KIPs) to become the driving force behind Hanoi's industrial development.

The research centers on industrial products that have been recognized—or have the potential to be recognized, as key industrial products (KIPs).
It examines three main groups: enterprises involved in manufacturing KIPs; state management agencies overseeing industrial development; and related organizations such as government departments, industry boards, professional associations, research institutes, and training institutions.
The project focuses on analyzing key industrial products (KIPs) and evaluating their development from 2018 to 2025. It also proposes development solutions for the 2026–2030 period, with a long-term vision toward 2045.
As part of the project, a scientific seminar will be held to discuss strategic orientations and solutions for KIP development. In addition, a survey of 200 industrial enterprises in the city will be conducted to assess the current status of KIPs and to identify achievements, challenges, and underlying causes.
The project outlines seven key solution groups for developing key industrial products (KIPs) in the coming period. These include mechanisms and policies; investment and trade promotion; improvements to the investment and business environment; communication and branding efforts to enhance the reputation of KIPs; science, technology, and innovation; human resource development; and strengthening linkages.
The project is expected to conclude in 2025, with an estimated budget of $21,260, funded through the professional operation budget of the Department of Industry and Trade.
The Department of Industry and Trade has been tasked with preparing and approving the explanatory statement and budget estimate based on the approved outline. It will lead coordination with relevant departments, boards, sectors, and units across the city to carry out the assigned tasks.
The department is also responsible for compiling and organizing the acceptance of deliverables and reporting to the Hanoi People's Committee in accordance with regulations.
