Accordingly, the Hanoi People's Committee requested the Departments of Industry and Trade; Agriculture and Environment; Finance; Tourism; and the Hanoi Cooperative Alliance to disseminate and thoroughly communicate the contents and spirit of Directive No. 18/CT-TTg.
These departments must focus on promoting both domestic and international trade promotion activities to boost Hanoi's trade performance in 2025.

Strengthen guidance for businesses, cooperatives, and farming households in adopting sustainable agricultural standards.
At the same time, the departments and agencies must actively and closely coordinate with relevant units to aggressively implement the assigned tasks outlined in Document No. 05/CTr-UBND dated May 18, 2025, issued by the Hanoi People's Committee on the 2025 Investment, Trade, and Tourism Promotion Program.
All implementation efforts must ensure the achievement of set objectives with efficiency and quality, while also enhancing thrift practices and eliminating wastefulness, in line with guidance from both the central government and the city.
The departments must study and propose contents for the city's future Investment, Trade, and Tourism Promotion Programs that are responsive to market trends and consistent with the city's goals of advancing domestic trade promotion and exports.
All city-level departments and units must proactively cooperate with relevant ministries, sectors, professional associations, and businesses to effectively organize domestic and international trade promotion activities based on their respective assigned duties.
The Department of Industry and Trade is responsible for working with the Ministry of Industry and Trade and relevant entities to organize diverse and effective trade promotion activities, as well as to support import-export operations throughout 2025.
The department must also lead in organizing domestic market development initiatives, promoting technology application, digital transformation, and green transformation within trade promotion efforts.
Additionally, the department is tasked with strengthening state management in trade promotion, monitoring and controlling the market, and taking strict action against smuggling, commercial fraud, and counterfeit goods.
The Department of Agriculture and Environment must strengthen guidance for enterprises, cooperatives, and farming households in Hanoi to apply sustainable agricultural standards such as VietGAP and GlobalGAP, establish product traceability, and comply with international regulations.
These efforts aim to meet domestic consumption demands, improve market accessibility, support export potential, and expand production.
The department must also intensify efforts to promote and connect consumption of agricultural, forestry, and aquatic products through value chain models. It must build a product traceability system, encourage the development of high-tech agriculture, and conduct communication campaigns to promote safe agricultural products.
The department is also responsible for effectively implementing the assigned tasks under the 2025 Investment, Trade, and Tourism Promotion Program, and for introducing, promoting, and facilitating trade connections for OCOP products, craft village goods, and the city's agricultural products.
The Department of Tourism must support localities and businesses in fully leveraging cultural elements and local identity to build and promote product branding, with a focus on boosting exports, especially for OCOP products and handicrafts.
The department must also guide and support tourism enterprises in conducting promotional campaigns and tourism marketing efforts, while improving service quality to meet the needs of domestic travelers and attract more international visitors to the capital.
The department must ensure the effective execution of the tasks assigned under the 2025 Investment, Trade, and Tourism Promotion Program.
The Hanoi People's Committee also requested that the Vietnam Fatherland Front Committee of Hanoi and the Hanoi Cooperative Alliance take the lead in coordinating with relevant agencies to effectively implement the assigned activities and content under the 2025 Promotion Program.
People's Committees at the ward and commune levels are responsible for working with departments, agencies, and relevant units to carry out assigned contents, tasks, and solutions to promote domestic and international trade, thereby contributing to the overall advancement of trade activities in 2025.
