The plan aims to effectively implement specific tasks assigned for 2025 under Hanoi's international integration plans.
The plan seeks to leverage Hanoi's advantages while addressing its limitations and challenges to grasp opportunities and minimize negative impacts presented by international integration. It focuses on enhancing the efficiency of economic integration, promoting rapid and sustainable development for the capital, and optimizing free trade agreements to expand and diversify export markets, reducing over-reliance on key markets.
The plan also provides support for businesses in their integration efforts, ensuring the smooth implementation of economic integration commitments. It aims to address policy concerns and challenges related to trade negotiations and the enforcement of free trade agreements.
The plan outlines several key tasks to drive Hanoi's economic and international integration, including the development of legal frameworks, institutional reforms, and administrative simplification. It emphasizes initiatives to raise awareness and disseminate information about international integration.
Economic integration efforts will focus on improving the business environment and enhancing competitiveness for the city, businesses, and products. Key goals include fostering a fully developed market economy, modernizing agriculture and rural development, positioning tourism as a key economic sector, and driving post-COVID-19 economic recovery with sustainable growth.
In addition to economic objectives, the plan stresses the reinforcement of international integration in politics, defense, and security. It also highlights the importance of cultural, social, ethnic, education, scientific, and technological cooperation. This includes the preservation and promotion of cultural values, human resource development, scientific and technological advancements, environmental protection, and sustainable development. The plan ensures social welfare and supports labor unions and worker organizations in enterprises.

These agencies must also submit progress reports and propose plans for 2026 to the Department of Industry and Trade by November 15, 2025. The department will consolidate these reports and present them to the Hanoi People's Committee.
