Accordingly, the Hanoi People's Committee requests departments, agencies, and local authorities to strictly implement the official documents issued by the City People's Committee regarding enhanced forest protection, forest fire prevention and fighting, and the handling of unauthorized leveling and construction on forestry land.

People's Committees of communes and wards with forests must consolidate and strengthen the activities of the local Forest Fire Prevention and Fighting Command, ensuring that specialized forest protection teams operate effectively to promptly prevent and handle cases of deforestation and forest fires occurring in their localities.
Local governments must continue implementing the 2025 programs and plans on forest management, protection, forest fire prevention and fighting, and forestry land management that were previously carried out by the district and town People's Committees, ensuring that the transition to the new commune and ward authorities is done on schedule, under legal regulations.
Authorities must review, revise, and develop plans for forest protection management, forest fire prevention and fighting, and forestry land management according to current laws and the local practical context to ensure effective implementation.
Each locality must develop a forest fire prevention and fighting plan based on the "four-on-the-spot" principle, and build response scenarios suited to local conditions to ensure prompt fire suppression and timely evacuation of residents, assets, and warehouses from hazardous zones during forest fires.
Coordination must be strengthened between local authorities and police forces and forest rangers in implementing forest protection, forest fire prevention and fighting, and forestry land management. All violations of forestry law must be strictly handled in line with legal provisions.
The Department of Agriculture and Environment is tasked with instructing the Forest Protection Department and the Wildlife Rescue Center to rigorously fulfill their assigned functions and duties in managing and protecting forests, promoting forest development, forest fire prevention and fighting, and managing forestry land throughout the city.
The department is also required to research and apply digital technology and artificial intelligence, and to coordinate with relevant agencies to propose measures to the City People's Committee aimed at enhancing the effectiveness of forest protection and fire prevention in the city.
The department must also propose a transparent and effective forest contracting mechanism for forest owners, ensuring compliance with current legal provisions.
The Hanoi Police Department must direct its professional units to enhance their grasp of the situation on the ground and coordinate with relevant agencies and local authorities to promptly prevent violations related to forest protection management, forest development, fire prevention and fighting, and forestry land management.
The police are also required to coordinate with forest rangers and related agencies to investigate and strictly handle violations of laws concerning forest protection, forest development, forest fire prevention and fighting, and forestry land management within the city.
Police in communes and wards with forested areas must be instructed to work closely with local authorities and forest protection forces to conduct patrols, inspections, and thorough enforcement actions to eliminate hotspots and critical points of illegal deforestation, forest fires, and unauthorized construction on forestry land.
