Eligible personnel include civil servants and public employees holding positions specialized in IT management or IT-related roles.
The Government of Vietnam on July 1 issued Decree No.179/2025/ND-CP setting out a monthly allowance for personnel working in digital transformation, cybersecurity, and network safety roles.
The decree applies to professionals in digital transformation, cybersecurity, and network safety across agencies of the Communist Party of Vietnam, State bodies, the Vietnam Fatherland Front (including socio-political organizations) from the central to commune level, and in the armed forces, including the military, police, and cryptographic agencies.
Eligible personnel include civil servants and public employees holding positions specialized in IT management or IT-related roles.
These may involve information technology industries, digital technology, IT application, digital transformation, cybersecurity, information security, network security, and electronic transactions.
The list also includes other digital transformation-related roles as defined by competent authorities.
Members of the armed forces eligible for the support include commissioned and non-commissioned officers, technical specialists, and police workers in the People's Public Security, and commissioned officers, professional soldiers, and defense workers in the People's Army.
Those also include individuals working in cryptographic organizations funded by the state budget, whose work involves digital transformation, cybersecurity, network sovereignty protection, or related fields as designated by the Ministry of National Defense or the Ministry of Public Security.
According to the decree, eligible individuals will receive a monthly allowance of VND5 million (US$191).
This allowance is paid together with the monthly salary but is not included in the calculation for social insurance or health insurance contributions or benefits.
The allowance will remain in effect until the implementation of a new wage reform policy is approved by competent authorities.
The decree also outlines circumstances in which individuals will not be entitled to the monthly allowance. These include:
- A period of unpaid leave lasting one month or longer.
- A period of leave during which the person receives social insurance benefits under current regulations.
- Time spent in temporary detention, custody, suspension, or disciplinary suspension from work.
- Any period of one month or longer during which the individual no longer performs professional duties in digital transformation or related areas.
Decree No.179/2025/ND-CP will take effect on August 15, 2025.
