He also called for enhanced delegation of authority to relevant agencies, reducing intermediate steps to improve efficiency in administrative processes, thereby fostering a more favorable investment and business environment aligned with national and municipal directives. Agencies must collaborate closely, proactively identify and resolve obstacles, and report to the People's Committee when challenges exceed their authority.
Priority will be given to the following administrative tasks:
Investment and infrastructure development: Expedited processing of planning, investment, land clearance, licensing, bidding, land auctions, land allocation, and construction permits, particularly for major projects, including public investment, FDI, PPP projects, key infrastructure, industrial zones, Hoa Lac High-Tech Park, Hanoi Biotechnology Park, energy, commerce, urban development, and social housing projects. Export, logistics, and international trade: Fast-tracking customs clearance and international freight transport, along with policies and incentives for large-scale export logistics and warehouse infrastructure. Financial support and consumer demand stimulus: Facilitating access to preferential loans and financial assistance for key industries, including high-tech and high-value-added sectors, and implementing policies and programs to stimulate domestic consumption and boost the domestic market. High-quality human resources and innovation: Expedited permits for experts and skilled labor in Hanoi, approval and licensing of R&D centers and technology startups, and accelerated processing of patents, copyrights, and international brand development. Digital transformation and smart infrastructure: Supporting procedures for digital infrastructure development, smart city initiatives, e-government, and investment in big data, artificial intelligence, telecommunications, and advanced transport technologies.
The Chairman instructed directors and heads of departments, district leaders, and relevant authorities to streamline administrative procedures, leverage information technology and AI to classify applications and prioritize urgent cases, ensuring processing times are reduced by at least 60% compared to current regulations. Special priority is given to projects that can immediately contribute to the 2025 GRDP.
A "green lane" stamp will be applied to incoming and outgoing documents for tracking and ensuring processing deadlines. Immediate action, within 24 hours of receipt, is required for key projects, including:
Renovation of the Dong Lake Hoan Kiem area and Dong Kinh - Nghia Thuc Square Tu Lien Bridge and connecting roads from Nghi Tam to Truong Sa Tran Hung Dao Bridge Ngoc Hoi Bridge and connecting roads Upgrading and expanding roads around West Lake Renovation and water replenishment of the To Lich River Hoa Lac High-Tech Park and investment attraction projects within the park Hanoi Biotechnology Park Ring Road 4 – Capital Region section in Hanoi Urban Railway Line No. 5 from Van Cao to Hoa Lac

Complaints beyond their authority must be forwarded to relevant agencies for resolution.
The Office of the People's Committee is responsible for marking "green lane" documents, monitoring progress, and reporting to city leaders to ensure timely resolution.
