The Government on December 27 issued Decree No. 169/2024/ND-CP, detailing the organization and operations of ward-level People's Committees in Hanoi. This decree took effect on January 1, 2025.
The decree specifies that the organizational structure of the ward-level People's Committee shall be implemented as stipulated in Point A, Clause 3, Article 13 of the amended Capital Law.

Specifically, the ward-level People's Committee consists of a Chairperson, Vice Chairpersons, and other civil servants of the ward. The Chairperson and Vice Chairpersons of the ward-level People's Committee are civil servants holding leadership and management positions within the People's Committee.
Other civil servants of the ward-level People's Committee include the Chief of the Military Command; Office - Statistics; Land Administration - Construction - Urban and Environment; Finance - Accounting; Justice - Civil Registry; Culture - Social Affairs.
Operating principles of the ward-level People's Committee: According to the decree, the ward-level People's Committee operates under a single-leader regime, ensuring the principle of democratic centralism.
The Chairperson of the ward-level People's Committee decides on matters within the responsibilities and powers of the ward-level People's Committee and is accountable for their decisions.
In the absence of a Chairperson of the ward-level People's Committee, the Chairperson of the district, township, or city-level People's Committee under Hanoi shall decide to appoint an acting Chairperson until a decision on a new appointment is made.
Specific responsibilities and powers of the ward-level People's Committee, and the delegated and authorized tasks of the ward-level People's Committee as stipulated in Clause 1, Article 13, and Article 14 of the Amended Capital Law, must be collectively discussed before the Chairman makes a decision and assumes responsibility for the decision.
The collective group includes the Chairperson, Vice Chairpersons, and other relevant civil servants of the ward-level People's Committee.
Operations of the ward-level People's Committee must meet the satisfaction of residents:
The operations of the ward-level People's Committee must ensure resident satisfaction, adhere to proper procedures and authority as prescribed by law, and comply with the working regulations of the ward-level People's Committee.
The People's Committee must accelerate administrative reforms and apply online public services to handle administrative procedures for individuals and organizations in accordance with the law. Operations must be democratic, transparent, consistent, seamless, effective, and efficient.
The ward's Chief of Police shall provide advice and be under the direction of the Chairperson of the ward-level People's Committee in carrying out tasks related to security, order, public safety, crime prevention, and addressing other violations of the law in the ward, as prescribed by law.
Responsibilities of the Chairperson of the ward-level People's Committee:
According to the decree, the Chairperson is the head of the ward-level People's Committee and is responsible for leading, managing, and directing all activities of the Committee in accordance with its working regulations, ensuring the principle of democratic centralism, and complying with the law.
The Chairperson of the ward-level People's Committee issues working regulations for the Committee and is accountable to the People's Council, the People's Committee, and the Chairperson of the district, township, or city-level People's Committee under Hanoi, as well as to the law, for the execution of the ward-level People's Committee's responsibilities and powers.
The Chairperson directly manages and supervises the civil servants working at the ward-level People's Committee in accordance with the Amended Capital Law and as delegated by the city-level People's Committee and Chairperson or the district, township, or city-level People's Committee under Hanoi.
The Chairperson signs documents of the ward-level People's Committee under the title of Chairperson and is accountable for all such documents.
If the Chairperson violates their responsibilities as prescribed in this Article, they will be subject to disciplinary action in accordance with the Law on Cadres and Civil Servants and other relevant legal provisions.
Organizing meetings of the ward-level People's Committee:
Meetings of the ward-level People's Committee shall be organized in accordance with its working regulations. The Chairperson shall convene these meetings to execute assigned functions and responsibilities.
The Chairperson may invite the Secretary of the Ward Party Committee, the Chairperson of the Vietnam Fatherland Front Committee at the ward level, heads of political and social organizations in the ward, the Chief of Police, the heads of residential blocks, and representatives of relevant professional bodies at the district, township, or city level to attend meetings when relevant matters are discussed.
Conclusions of meetings that concern residents must be published on the electronic portal of the ward-level People's Committee (excluding information classified as state secrets) as prescribed by law and the Committee's working regulations to ensure timely public disclosure to relevant agencies, organizations, and residents.
This decree takes effect on January 1, 2025.
