Accordingly, from March 7, 2025, until the completion of the implementation of the plan to discontinue district-level administrative units, merge and consolidate certain provincial-level administrative units, reorganize commune-level administrative units, and streamline the organizational structures of the Vietnam Fatherland Front, political and social organizations, and mass organizations assigned by the Party and State, Conclusion No. 128-KL/TW explicitly states the following unified policy.
For the Vietnam Fatherland Front, political and social organizations, and mass organizations assigned by the Party and State at the central level, the recruitment, planning, transfer, rotation, appointment, and nomination of leadership and management positions within these organizations and their affiliated agencies and units are temporarily suspended.
At the provincial level, the recruitment, planning, transfer, rotation, appointment, and approval of restructuring for the positions of Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Vice Chairman of the People's Council, and Vice Chairman of the People's Committee of provinces and cities are suspended. Additionally, the restructuring and supplementation of the Party Committee, Standing Committee of the Party Committee for the 2020-2025 term, and leadership positions, including heads and deputies of the Vietnam Fatherland Front, political and social organizations, and mass organizations assigned by the Party and State, are also temporarily halted.
At the district and commune levels, the recruitment, planning, transfer, rotation, appointment, and nomination for leadership and management positions, as well as the restructuring and supplementation of the Party Committee, Standing Committee of the Party Committee, Secretary, and Deputy Secretary at these levels, are temporarily suspended.
In exceptional and genuinely necessary cases, the restructuring of certain positions will be carried out as follows.
For the positions of Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, and Vice Chairman of the People's Committee at the provincial and city levels, as well as the restructuring and supplementation of members of the Standing Committee of the provincial Party Committee and leadership positions in the Vietnam Fatherland Front, political and social organizations, and mass organizations at the central level, the Party Committee or Party organization must report to the Politburo and the Secretariat for consideration on a case-by-case basis before proceeding with the restructuring and personnel supplementation process.
For the positions of Secretary, Deputy Secretary, Chairman of the People's Council, and Chairman and Vice Chairman of the People's Committee at the district level, the Standing Committee of the provincial Party Committee must report and seek guidance from the Central Organization Commission before implementing the restructuring and personnel supplementation process in accordance with regulations.
For the positions of Secretary, Chairman of the People's Council, and Chairman of the People's Committee at the commune level, the Standing Committee of the provincial Party Committee is responsible for carefully and comprehensively reviewing the situation before making a decision. The committee will be held accountable to the Politburo for its decision.
The restructuring and supplementation of leadership and management positions in accordance with the policies of the Politburo and the Secretariat will continue as stipulated. For other cases where the personnel process has already been initiated and an official request has been submitted to the Central Organization Commission before March 7, 2025, the cases will be reviewed in accordance with regulations.
Conclusion No. 128-KL/TW also specifies that for leadership and command positions in the military, police, People's Court, and People's Procuracy at the local level, the Standing Committees of the Party Committees, the Central Military Commission, the Central Public Security Party Committee, the Party Committee of the Supreme People's Court, and the Party Committee of the Supreme People's Procuracy will base their actions on the Politburo's policy to provide leadership, guidance, concretization, and implementation in a manner that ensures unity and is appropriate to the actual conditions and requirements of each unit.
