Following this approval, the Hanoi People's Committee is responsible for organizing the implementation of the plan, issuing official decisions to restructure the Fund, promulgating the Fund's charter of organization and operations, and performing all related tasks in accordance with legal regulations.

In practice, land compensation, support for resettlement, and the creation of cleared land for development have proven to be complex and challenging tasks in Hanoi. These efforts require a readily available financial resource to ensure timely project implementation in support of the city's economic and social development goals, as well as national defense and public security objectives.
In 2024 and 2025, the Hanoi People's Committee submitted reports and proposals to the City Party Committee regarding the comprehensive mobilization of land resources to generate capital for economic and social development during the 2025–2030 period and beyond.
These proposals cover various land reserves, including land previously designated for build-transfer (BT) projects that no longer meet the conditions for implementation under the Public-Private Partnership Law; land located along the Ring Road 3.5 and Ring Road 4 corridors in the Hanoi Capital Region; and land already recovered or acquired by the municipal government and transferred to the Hanoi Land Development Center for management.

Given these developments, it is necessary to maintain and strengthen the operations and organizational structure of the Land Development Fund. This includes amending and supplementing the decision that established the Fund, revising its operational charter, and adjusting provisions related to delegated and entrusted activities.
These actions are essential for mobilizing timely financial resources to support land clearance, resettlement, and the allocation of land for implementing land policies. They also aim to create and expand resettlement land reserves and develop land resources according to approved plans and zoning, thereby contributing directly to Hanoi's long-term economic and social development.
