Vice Chairman of the Hanoi People's Council Pham Qui Tien on July 1 attended the first session of the interim Xuan Dinh Ward People's Council for the 2021-2026 term.

The special meeting marked the ward's operation under the newly implemented two-tier local government model.

According to Nguyen Tien Thanh, Secretary of the Xuan Dinh Ward Party Committee and Chairman of the Xuan Dinh Ward People's Council, the session focused on organizational matters, including personnel decisions and other important issues within the Council's jurisdiction.

At the session, resolutions were announced regarding the appointments of the Chairperson and Vice Chairperson of the Ward People's Council, heads and deputy heads of the Council's committees, as well as the Chairperson, Deputy Chairperson, and members of the new Ward People's Committee following the administrative reorganization.

The council also discussed the establishment of its internal committees and representative groups and designated the ward's specialized agencies, thereby completing the administrative structure necessary to carry out political tasks at the local level.

Additionally, the council reviewed and approved the schedule of regular meetings for 2025.

Speaking at the session, Vice Chairman Tien emphasized the significant responsibilities placed on the ward under the new two-tier governance system.

He called for unified, proactive, and well-coordinated efforts from the entire political system.

He urged the local Party Committee, authorities, the Vietnam Fatherland Front, and all socio-political organizations in the ward to strengthen solidarity, adopt innovative thinking, and improve leadership and governance practices.

Tien called on Xuan Dinh Ward to make full use of its potential and advantages, resolve development bottlenecks, ensure national defense and security, and take better care of people's well-being.

He stressed the need for close coordination in reviewing and implementing tasks according to the approved roadmap, especially during the initial period of the new model's operation, to avoid disruptions.

The administrative structure must remain streamlined, effective, and efficient, and support should be provided to officials affected by the reorganization.

The Vice Chairman also requested the local People's Council and People's Committee to develop specific plans to enhance the effectiveness of local governance.

This includes improving supervision, questioning, and explanation processes, promptly addressing pressing public concerns, accelerating administrative reform, and improving the quality of public services.

He encouraged the expansion of voter engagement methods to better understand and respond to citizen feedback, especially regarding urgent livelihood issues.

Tien also emphasized the importance of strengthening citizen reception and handling of complaints and denunciations, tightening discipline, and enhancing the service quality of the ward's officials and civil servants.

He called on the People's Council deputies to fulfill their roles and responsibilities, actively participate in council activities, stay closely connected with residents, and remain attentive to public opinions and needs.

Deputies were encouraged to maintain regular contact with local communities and work closely with the areas they represent to contribute valuable insights to the Council's decisions.

Each deputy, he said, should serve as a true voice of the voters and a vital link between the people and the Party and government.

Xuan Dinh Ward was established by merging administrative areas from the former wards of Xuan Tao, Xuan Dinh, Xuan La, and parts of Co Nhue 1 and Co Nhue 2 wards.

With a population of over 48,000 residents and four residential groups, the ward plays a key role in implementing the central government and city's policy of streamlining and enhancing the efficiency of the administrative system.
