Vice Chairman of the Hanoi People's Committee Ha Minh Hai on December 9 emphasized that in 2025, Hanoi is committed to renewing its approach, leveraging its dynamic and innovative spirit, and taking bold actions to drive the capital's strong and comprehensive development, in alignment with its role and position as the nation's capital entering a new era.
Hai was speaking at the 20th session of the 16th Hanoi People's Council, where the Hanoi People's Committee presented its development plan for 2025, aligned with the strategic direction outlined by General Secretary To Lam in his vision for "A New Era, the Era of Vietnam's Rise."

The plan underscores a comprehensive understanding of Hanoi's critical role, unique potential, and advantages in Vietnam's modernization. Key priorities for 2025 highlighted in the plan include:
Economic and Social Development: Focus on enhancing economic growth and cultural development, particularly investing in infrastructure such as transportation, public transit, high-tech industrial zones, and biotechnology areas. There will be a commitment to environmental protection, ensuring social welfare and security for the people of Hanoi.
Institutionalizing the Revised Capital Law: Ensure effective implementation of the Revised Capital Law and related master plans through the principle of "flexible governance - intelligent management - clear ideas guided by culture and talent." This includes building a smart, modern capital with a focus on green transition, digital transformation, and the growth of the digital economy and culture.
Administrative Reforms: Continue to push for administrative reforms, decentralizing authority and aligning with the central government's strategies. The focus will be on speeding up development, particularly leveraging the new provisions in the Revised Capital Law.
Promoting Civic Values: Maintain and strengthen cultural norms, with a focus on the two codes of conduct and Directive 30 aimed at building an elegant and civilized Hanoi.
Enforcing Discipline and Accountability: Strictly adhere to Directive 24 on enhancing discipline, accountability, and effectiveness within the city's political system. The city will focus on ten key tasks to successfully achieve its 2025 economic and social development goals, including boosting growth, controlling inflation, and ensuring economic balance.
Infrastructure Development: Prioritize further improvements to Hanoi's infrastructure, focusing on urban modernization, transport systems, and environmental management. This includes building new metro lines, bridges, and enhancing road networks, as well as addressing pollution and environmental protection.
Digital Transformation: Drive the digital transformation across government services, economy, and society. Key projects include implementing government digital platforms, expanding e-commerce, and developing a digital culture.
Cultural Development and Social Welfare: Promote the development of cultural landmarks and improve education, healthcare, and social welfare systems. Efforts will focus on reducing class shortages, enhancing healthcare quality, and ensuring better public social services.
Foreign Relations and Integration: Strengthen international cooperation to attract investment, trade, and tourism, as well as develop smart city infrastructure and cultural industries.
National Security and Public Safety: Ensure the security of major projects, public events, and political activities. Focus on maintaining social order, reducing traffic congestion, and ensuring public safety.
The overall goal for 2025 is to catalyze Hanoi's economic and social growth, ensuring environmental sustainability, digital advancement, and public welfare, while also fostering a high level of governance and international cooperation.
