The Hanoi People’s Committee on August 11 issued Official Dispatch No. 4537/UBND-KGVX to implement Resolution No. 18/2025/NQ-HDND, dated July 9, 2025, by the Hanoi People’s Council.
Resolution No. 18/2025/NQ-HDND outlines the mechanism for supporting day-boarding meals for primary school students in Hanoi in the 2025–2026 school year (Resolution 18).
To implement the resolution, the Hanoi People’s Committee instructed the Departments of Education and Training and Culture and Sports to disseminate information to the public, agencies, and organizations on the support mechanism for day-boarding meals for primary school students in the city under Resolution 18, ensuring compliance with regulations.
Educational institutions in the city with eligible students are required to inform parents about the policy on day-boarding meal support as stipulated in Resolution 18.
At the same time, the Hanoi People's Committee directed the implementation of Resolution 18 and relevant guiding documents for public schools under its management.
The policy must be applied to the right beneficiaries, in a public, transparent manner, and in accordance with the law.
The Committee also asked schools to organize day-boarding meals based on current regulations, ensuring that meals provide energy and nutrition suitable for students' learning, physical growth, and intellectual development.
Facilities and conditions serving day-boarding meals in public schools must be reviewed to ensure food safety.
Funding needs must be reported to the Department of Finance for consolidation and submission to the Hanoi People's Committee.
The Department of Education and Training will also coordinate with relevant units to inspect the implementation of Resolution 18 in public schools, ensuring openness, transparency, and compliance with regulations.
It will check the organization of day-boarding meals at schools with eligible students across Hanoi.
The Department of Culture and Sports, in coordination with the Department of Education and Training and other units, will carry out broad communication campaigns to promote the support mechanism for primary school meals under Resolution 18.
People's Committees of wards and communes must direct and implement Resolution 18 and relevant guidelines for local schools under their management, as well as schools affiliated with universities, colleges, and research institutes in their jurisdictions.
They must ensure that support reaches the right beneficiaries in a transparent and lawful manner.
Local authorities will also coordinate with the Department of Education and Training and relevant units in directing the organization of day-boarding meals at schools, ensuring that meals provide sufficient nutrition and energy for students' learning and development.
They are tasked with reviewing facilities and conditions in schools to meet requirements for safe day-boarding meals.
In addition, local People's Committees will coordinate with the Department of Health and relevant agencies to supervise food safety and nutrition in school meals.
They will also inspect the implementation of Resolution 18 at schools under their management and those belonging to higher education institutions in their jurisdictions, ensuring the policy is applied correctly, transparently, and lawfully.
They will work with the Department of Education and Training and related units to oversee day-boarding meal arrangements at local schools.
In this dispatch, the Hanoi People’s Committee also assigned specific tasks to other agencies, including the Department of Finance, the Department of Health, the Hanoi Tax Department, the Hanoi Inspectorate, and State Treasury Region I, to coordinate in implementing Resolution 18.
