The plan aims to effectively implement the goals and tasks for developing Hanoi's key industrial products (KIP) set out for the 2021-2025 period and aligns with Hanoi's Party Committee's implementation of Resolution No. 23-NQ/TW, issued by the Politburo on March 22, 2018.

This resolution guides the development of national industrial policy through 2030, with a vision extending to 2045. The plan focuses on advancing sectors and products with competitive advantages that can contribute significantly to the global supply chain with high added value, while also promoting the use of clean, environmentally-friendly technology. By doing so, the plan aims to enhance the competitiveness of Hanoi's key industrial products, foster cooperation, and strengthen production linkages between Hanoi's KIP producers and other domestic and international enterprises.
The city has set a target of involving 20-25 companies with approximately 30-35 products recognized as Hanoi's KIPs by 2025, including 10-15 new recognitions. It aims for 100% of these KIP producers to benefit from the city's support policies.
Implementation Focus Areas
Improving the Investment Environment for KIP Producers: Simplify administrative procedures and reduce processing times in construction, customs, taxation, and investment. Expedite the establishment and development of technical infrastructure for high-tech, industrial, and industrial cluster zones in Hanoi. Assist KIP producers in accessing preferential loans from central and municipal funds.
Supporting Technological Development for KIP Enterprises: Facilitate connections with domestic research institutes, universities, and scientists. Additionally, encourage technology and equipment producers from developed industrial countries to meet and connect with Hanoi's KIP companies.
Human Resource Development: Link KIP producers with reputable local training institutions, and organize short training sessions for executives and managers of these enterprises.
Selecting and Honoring Key Industrial Products: Boosting Trade, Investment Promotion, and Support for KIP Producers: Organize a KIP fair with 200-250 booths, attracting 500-700 international visitors. Conduct trade and investment promotion activities, and foster connections among KIP producers and other businesses in Hanoi and across Vietnam.

Execution Strategy
The Department of Industry and Trade will lead this initiative, coordinating with related departments to promote, publicize, and honor the Hanoi KIP brand and program. It will mobilize resources from domestic and international sources to support enterprise and KIP development.
Relevant departments will work with the Department of Industry and Trade to ensure effective, timely, and regulation-compliant implementation. They will also identify suitable enterprises to participate in the KIP recognition program for 2025.
District and town-level authorities will disseminate the KIP development plan to local businesses and provide favorable conditions for KIP producers.
The city requires all implementation efforts to target the appropriate beneficiaries and follow regulations to meet the set goals. City departments are expected to integrate this plan into other related programs and activities under their purview to achieve these objectives.
