The official letter clearly states that, in accordance with Directive No. 124/CĐ-TTg on promoting cashless payments, the People's Committee of Hanoi requires all municipal departments, agencies, and district-level People's Committees to urgently carry out immediate measures to accelerate the adoption of cashless payment methods in line with their assigned functions, duties, and authority.

At the same time, the People's Committee emphasizes strengthening leadership, guidance, and public communication to further expand the use of cashless payments.
The goal is to meet the payment needs of citizens and businesses, save resources, prevent tax evasion, combat crime, and strictly handle any violations of the law in accordance with the instructions given by the Prime Minister in Directive No. 124/CĐ-TTg.
The State Bank of Vietnam, Branch Zone 1, is assigned to proactively coordinate with relevant units within its designated functions and responsibilities. The branch must closely follow the guidance of the central government and the city, and promptly advise and report to the Hanoi People's Committee on solutions to promote cashless payments in line with legal authority and regulations.
