Hanoi breaks ground on Ring road 3.5 – Thang Long Boulevard Interchange project

The Hanoi People's Committee on April 19 held the groundbreaking ceremony for the construction of the multi-level interchange between Ring Road 3.5 and Thang Long Boulevard in Hoai Duc District.

This project is one of several launched nationwide on the same day to commemorate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 – April 30, 2025). The ceremony was attended by Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee Tran Sy Thanh; Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Council Nguyen Ngoc Tuan; along with leaders from several city departments and Hoai Duc District.

Overview of the event. 

The project is funded by the Hanoi city budget and managed by the Hanoi Urban Civil Works Investment Project Management Board.

Its goal is to complete the transportation infrastructure system in accordance with the city's master plan; integrate it with the existing road network; meet the transportation needs of goods, production, and daily travel of residents; reduce traffic congestion; accelerate the development of nearby urban areas; and promote the socio-economic growth of the capital. As part of Hanoi's transportation master plan to 2030 with a vision to 2050 approved by the Prime Minister, the total investment in the multi-level interchange exceeds VND2,384 billion (approximately US$94 million).

Delegates at the event. 

The Thang Long Consortium, comprising Vinaconex, Trung Chinh Trading and Construction Co., Ltd., Vietnam Infrastructure Consulting and Investment JSC, Truong Son Consulting JSC, and VTCO Investment Co., Ltd., won the bid for Package No. 28. This includes the detailed construction design (with Building Information Modeling - BIM) and full implementation of the traffic and technical infrastructure, as well as procurement and installation of equipment. This is the main and most valuable package in the contract, worth VND1,620 billion (approximately US$64 million).

The construction scale includes turbine ramps and a through tunnel. The tunnel runs along Le Trong Tan Street toward National Highway 32, aligned with the centerline of Le Trong Tan, and includes four lanes with a total length of 975 meters. The tunnel section under Thang Long Boulevard is a 150-meter closed tunnel. The open-cut tunnel section on the Le Trong Tan side is 157.5 meters long, with retaining walls totaling 220 meters. On the National Highway 32 side, the open-cut tunnel is also 157.5 meters long, with retaining walls totaling 200 meters.

The prestressed reinforced concrete turbine ramp bridges cover a total length of 2,357 meters across four ramps, each 8.8 meters wide with two lanes. The total length of the reinforced concrete retaining walls is 619 meters.

At the event, a representative of the Thang Long Consortium expressed honor in contributing to a project of significant importance to the capital. The representative affirmed the consortium's highest commitment to delivering the project on schedule, ensuring quality and absolute safety, and meaningfully contributing to the completion of Hanoi's transport infrastructure and the promotion of its socio-economic development.
