The Hanoi People's Committee on July 31 issued Plan No. 214/KH-UBND to implement the project "Improving the capacity of grassroots legal communicators in ethnic minority and mountainous areas for the 2025–2030 period."
The plan will be carried out in the context of Hanoi's two-tier local government model, effective from July 1, 2025.
The project aims to make legal dissemination and education more practical and effective.
It seeks to raise public awareness about the rule of law and the ability to use laws to protect people's legitimate rights and interests.
At the same time, it helps build trust among ethnic minorities in the Party and State, contributing to the development of Hanoi and the broader effort to build a law-governed socialist state by the people, for the people.
The project targets grassroots legal communicators working in ethnic minority and mountainous areas.
It also includes individuals and organizations invited or mobilized to participate in legal education activities in these regions.
The project will be implemented in four ethnic minority communes of Ba Vi, Suoi Hai, Yen Bai, and Yen Xuan, from July 2025 through 2030.
The implementation will take place in two phases. In the first phase, during 2025, Hanoi will consolidate the team of legal communicators in these areas.
Each village is expected to have at least one legal communicator who is either an ethnic minority person or can speak a local ethnic language.
All legal communicators will be provided with legal materials and information, and at least 70% of them will receive training in legal knowledge and communication skills tailored to their communities.
The project also includes activities to enhance the capacity of legal communicators in the four selected communes.
In the second phase, from 2026 to 2030, the number of legal communicators trained in local ethnic languages will increase by at least 50% compared to the first phase.
Each village will have at least two legal communicators who are either ethnic minority people or speak ethnic minority languages.
By 2030, 100% of legal communicators in these areas will receive comprehensive training on legal knowledge and communication skills suited to their specific areas and communities.
The plan includes a wide range of solutions to ensure its success.
These include raising awareness and responsibility among agencies, improving supporting policies for legal communicators in ethnic and mountainous regions, expanding and professionalizing the legal communicator workforce, promoting the use of information technology and digital tools, and mobilizing financial and human resources for the effort.
The plan also calls for regular evaluations, recognition, and commendation of those who contribute to the project's success.
The Hanoi People's Committee assigned the Department of Ethnic and Religious Affairs to lead the implementation, in coordination with the Department of Justice and other relevant agencies.
The People's Committees of Ba Vi, Suoi Hai, Yen Bai, and Yen Xuan communes will develop local implementation plans, allocate human resources, and provide facilities to carry out the tasks set out in the project.
