According to the decision, the project is funded by the Fraternité Europe-Asie (FEA), a French organization, and will be implemented by the Hanoi Association for the Relief of Disabled Children.
The Hanoi Association for the Relief of Disabled Children is assigned as the project owner. The project will be carried out at the Phuong Liet Center for Orphans and Disabled Children, located at No. 7, Alley 208, Giai Phong Street, Phuong Liet Ward. The project duration extends from the date of approval until August 2026.
The project has a total aid value of over VND549 million, equivalent to approximately US$21,600. It aims to support 62 children with disabilities or orphans from 62 disadvantaged families.
The children will receive access to healthcare, education, recreational activities, and vocational training as they grow. The project is designed to help them become self-reliant and integrate into society. It also contributes to improving the economic conditions of the families involved.
Key activities include monthly financial support of VND400,000 (around US$16) per child. The project will organize regular health, learning, and psychological monitoring. It will also provide health screenings, consultations, and treatment guidance. Recreational and career orientation activities will be offered. Local authorities will coordinate efforts to support the children and their families.
The Hanoi People's Committee has assigned the Hanoi Association for the Relief of Disabled Children full responsibility for the project's implementation. The project must comply with all regulations and must not be used for commercial purposes.
The association must open a project-specific bank account, prepare implementation plans, and complete financial settlement procedures in accordance with the law. It must submit reports every six months and annually, and must prevent any losses, waste, or violations.
The Department of Finance will guide procedures related to receiving and managing the grant funds. The Department of Health will advise on healthcare, consultation, and treatment activities. The City Police will ensure security and public order during project implementation. Other relevant departments and agencies are required to coordinate and support the project owner in ensuring full compliance with regulations.
