The Hanoi People's Committee received Proposal No. 105/TTr-TTPVHCC dated July 28, 2025, from the Hanoi Public Administrative Service Center. The proposal requested permission to provide a range of free services at the city's administrative centers and local service points managed by commune-level People's Committees.
The Hanoi People's Committee has approved the initiative. The free services include high-speed Wi-Fi, photocopying and printing of documents, file folders, paper clips, pens, printed forms, and declarations. The city will also offer support with form completion, guidance for online procedures, legal consultation, and installation of digital platforms such as VNeID and iHanoi.
Other services include the creation of personal digital signatures, application status updates via Zalo, SMS, or email, access to digital libraries and green spaces, free charging stations for mobile devices, assistive tools for the elderly, vulnerable groups, and persons with disabilities, basic medical supplies, drinking water, light refreshments, and a robotic receptionist.
The Hanoi Public Administrative Service Center is responsible for allocating funding from the 2025 budget as stated in Decision No. 6399/QD-UBND dated December 12, 2024. If internal funding is insufficient, the Center must report to the Department of Finance for timely advice on additional or adjusted funding from the city budget to ensure full implementation.
Commune- and ward-level People's Committees are required to allocate funds based on local conditions. These funds will ensure the availability of free amenities for individuals and businesses using administrative services at local service points, in line with legal requirements.
The Department of Finance is assigned to guide agencies in using and managing the budget according to existing regulations.
The Hanoi People's Committee has directed all departments and units to implement the approved measures consistently and uniformly, starting from August 1, 2025.
