Among the central-level delegates attending the conference were Pham Tat Thang, a member of the Party Central Committee and Deputy Head of the Central Commission for Propaganda and Mass Mobilization; Associate Professor Dr. Nguyen Ngoc Ha, Deputy Editor-in-Chief of the Communist Review; Dr. Bui Truong Giang, Permanent Vice Chairman and General Secretary of the Central Theoretical Council; and Associate Professor Dr. Nguyen Danh Tien, Director of the Institute of Party History at the Ho Chi Minh National Academy of Politics.

Representing the Hanoi municipal delegation were former city leaders, including Professor Dr. Le Xuan Tung, former Politburo member and former Secretary of the Hanoi Party Committee; Dr. Pham Quang Nghi, former Politburo member and former Secretary of the Hanoi Party Committee; and Professor Dr. Phung Huu Phu, former member of the Party Central Committee, former Standing Deputy Secretary of the Hanoi Party Committee, and former Chairman of the Hanoi People's Council.
Current city leaders in attendance included Nguyen Van Phong, Standing Deputy Secretary of the Hanoi Party Committee; Nguyen Doan Toan, member of the Standing Committee of the Hanoi Party Committee and Head of the Commission for Propaganda and Mass Mobilization of the Hanoi Party Committee; and Bui Huyen Mai, member of the Standing Committee of the Hanoi Party Committee and Secretary of the Thanh Xuan District Party Committee.
The conference also welcomed members of the Hanoi Party Committee, leaders of the Party's municipal commissions, representatives of municipal departments, agencies, and political-social organizations, as well as leaders of subordinate Party Committees, permanent members of district and town Party Committees, scholars from specialized research institutes, and representatives of families of former city leaders.

Held over the course of a single morning, the conference was divided into three sections. The first section focused on Hanoi as the birthplace of revolutionary movements. The second section explored the contributions of Party leaders and early figures who played a pivotal role in the founding of the Hanoi Party Committee. The third section examined the lessons learned by the Hanoi Party Committee over its 95 years of growth and development.
The conference received 36 research papers from scholars, covering a wide range of theoretical and practical issues related to the Party Committee's 95-year journey. Discussions highlighted the Party's policies and strategic direction in various fields, analyzed opportunities and challenges, and outlined future development orientations and visions. Participants also examined the prospects for transforming Hanoi into a globally connected city that is "Cultured – Civilized – Modern."
