The Party Committee of Nam Phu Commune on August 5 held its first Party Congress for the 2025–2030 term.
Pham Thi Thanh Mai, Vice Chairwoman of the Hanoi People's Council, attended and delivered a keynote speech.
Also in attendance were 136 official delegates representing 2,103 Party members from 45 grassroots Party organizations under the Nam Phu Party Committee.
According to Vu Anh Tu, Secretary of the Party Committee and Chairman of the People's Council of Nam Phu Commune, the congress was held under the slogan "Solidarity – Innovation – Development" and the theme "Promoting heroic tradition; building a clean and strong Party Committee and political system; striving for a prosperous and cultured Nam Phu."
The congress aimed to review the implementation of the resolutions of the Party Committees of the former communes before their merger, and to set out development goals for the commune until 2030.
Delegates were expected to exercise democracy, pool wisdom, uphold responsibility, and actively contribute ideas to help complete the documents for the 14th National Party Congress and the 18th Hanoi Party Congress.
Nam Phu is a land rich in history, culture, and revolutionary tradition. It lies in a strategic location at the southern gateway between Hanoi and neighboring provinces, serving as a link between the urban core and surrounding agricultural and industrial zones. Major roads running through the commune include National Highway 1A, the Phap Van – Cau Gie Expressway, and key ring roads.
During the 2020–2025 term, the Party Committees of the communes that merged to form Nam Phu successfully fulfilled all economic, social, security, and defense goals.
The total production value of the communes increased, surpassing planned targets. The economic structure shifted in the right direction, and the average annual per capita income is estimated at VND79.2 million (US$3,000), an increase of VND24.4 million ($930) compared to 2020.
All communes were recognized as meeting advanced or exemplary new-style rural standards. State budget revenue of all communes before the merger reached about VND31.4 billion ($1.2 million).
Fourteen out of fifteen schools in the commune achieved national standards. Local medical facilities were upgraded and equipped to meet daily healthcare needs.
Social welfare improved, living standards rose, and the commune no longer has any near-poor households.
The Party building and political system work was conducted seriously and effectively. Political security, social order, national defense, and local military readiness were maintained.
Looking ahead to the 2025–2030 term, Nam Phu's Party Committee plans to tap into the commune's riverside potential and clean environment to develop a green and sustainable economy, focusing on trade, services, and tourism.
Private economic development will be supported, and the economy will be restructured based on science, technology, innovation, and digital transformation.
The commune will improve planning, land management, construction order, and infrastructure development, especially transportation.
It will complete ongoing projects transferred from former Thanh Tri District and launch two to three major transport routes.
The Party Committee has identified two key breakthroughs: concentrating resources to build and upgrade transportation infrastructure and promoting administrative reform and digital transformation.
The commune will streamline and improve the quality of its organizational structure and build a professional and responsible team of civil servants and public employees to meet the new era's demands.
In her remarks, Vice Chairwoman Pham Thi Thanh Mai praised the achievements of the Party Committee, government, and people of Nam Phu during the past term.
She also acknowledged their candid assessment of remaining challenges. Road infrastructure still falls short of development needs.
Trade and services lack standout features, and no large-scale complexes or shopping centers have been formed to generate revenue.
Some markets have been upgraded or reorganized but are still operating inefficiently.
Fundraising for restoring historical sites remains difficult, and tourism development is still limited.
To realize the targets set out in the political report, she emphasized several key areas of focus.
First, the commune must align its development planning with Hanoi's overall orientation, identifying its own strengths and potential.
It should explore the creation of sports and cultural spaces, ecological parks, and recreational areas along the Red River.
Nam Phu should also preserve and develop traditional craft villages and promote high-tech urban agriculture.
These efforts would help create a unique, green, peaceful, and livable environment.

Second, the local political system must promote awareness and unity among officials, Party members, and residents regarding the commune's breakthrough goals for the next five years.
Priority should be given to comprehensive infrastructure development and digital transformation, with the goal of serving people and businesses.
Local and external resources should be mobilized, and internal strength must be closely linked with external support to create momentum for progress.
Third, cultural and social development should be promoted by building a healthy cultural environment, preserving intangible heritage like the Tong Nam Phu Festival, and improving education quality.
Effective policies are needed to train and develop high-quality human resources for sustainable development.
Practical movements should be launched in areas like environmental protection, food safety, legal compliance, economic development, and building model residential areas.
Fourth, Party building must be strengthened to create a clean, strong, and effective political system, with real changes in ideology, organization, and leadership.
Cadres must be competent, professional, honest, and fully committed to public service.
Fifth, efforts must be made to improve Party leadership and internal discipline, especially at the grassroots level.
Party cells in residential areas should remain close to and responsible for the people.
Patriotism, a desire for progress, and a spirit of innovation must be fostered among all Party members and residents to build a stronger Nam Phu.
Sixth, immediately after the congress, the new Party Executive Committee must thoroughly disseminate the congress resolution to all Party members and local people.
This should be treated as a major political activity to spread the congress's determination and mobilize all sectors to fulfill the set targets.
At the congress, the decisions on the appointment of the Executive Committee, Standing Committee, Secretary, Vice Secretaries, and Inspection Committee for the 2025–2030 term were announced.
