A delegation of the Hanoi Party Standing Committee on August 5 conducted a review of the preparations for the first Party Congress in Hoang Liet Ward.
It was led by Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha.
According to Le Hong Ky, Permanent Vice Secretary of the Hoang Liet Ward Party Committee, the local Party leadership has directed the entire political system and functional units to carry out the preparations with urgency and seriousness.
The Party Committee and relevant bodies have handled a heavy workload, simultaneously strengthening organizational structure.
All stakeholders have followed the steps necessary for holding grassroots Party Congresses, paving the way for the upcoming ward-level congress.
All efforts have remained on schedule and ensured quality.
By July 23, all grassroots Party organizations completed the nomination of official and alternate delegates for the ward-level congress.
Public communication about the congress has been widely implemented. The drafting and compilation of the ward's political report followed the required procedures.
The ward's Party Committee has established several subcommittees to promptly prepare the contents for the first Party Congress of Hoang Liet Ward for the 2025–2030 term, which is scheduled to take place on August 20–21.
The Committee has also issued a decision to allocate 210 delegates. After three rounds of feedback and revisions, the subcommittee in charge of documents has completed the draft political report.
Alongside this, it has also been tasked with preparing the draft resolution for the congress, closely adhering to the guidance provided by the municipal Party Committee and its Organization Commission.
However, the ward also reported some challenges. The number of Party-building staff remains insufficient, with many lacking experience.
The offices of the Party Committee, People's Council, and People's Committee have been repurposed and renovated, resulting in inadequate facilities that do not yet meet the ward's current needs.
At the meeting, Nguyen Truong Son, Secretary of the Party Committee and Chairman of the ward People's Council, presented the draft political report of the first-term Executive Committee of the Hoang Liet Ward Party Organization.
Concluding the meeting, Vice Chairwoman of the City People's Council Phung Thi Hong Ha praised the ward for overcoming many difficulties in the short period since implementing the two-tier local government model.
She acknowledged its efforts in making solid progress in preparing for the first Party Congress for the 2025–2030 term.
She urged Hoang Liet Ward to finalize the draft political report and congress resolution, clearly defining target figures and timelines so that progress can be measured over time.
According to the Vice Chairwoman, the political report must be compelling, with feasible goals aligned with local realities.
While acknowledging the ward's challenges, Ha encouraged its leadership to turn obstacles into opportunities and fully tap into its potential and strengths, including its hospitals, lakes, and green spaces to become a model urban area.
She also emphasized the importance of promoting traditional craft villages and preserving cultural and historical heritage.
To achieve these goals, she stressed the need for a renewed and breakthrough leadership apparatus, capable of addressing existing subjective limitations.

Ha called on Party and government leaders, along with heads of departments, to demonstrate determination, aspiration, dedication, responsibility, and the courage to take initiative and be accountable.
She particularly highlighted the role of key figures – members of the Standing Committee and Executive Committee of the Ward Party Organization – in fostering trust, inspiring ambition, and spreading energy and enthusiasm to their subordinates.
Alongside administrative reform and public service improvement, Vice Chairwoman Ha also emphasized the importance of advancing digital transformation within the Party's operations at the ward level.
In response, Nguyen Truong Son, Secretary of the Party Committee and Chairman of the Ward People's Council, affirmed that with strong unity and determination, the Hoang Liet Ward Party Organization is committed to successfully holding its first Party Congress for the 2025–2030 term.
