Phung Thi Hong Ha, Member of the Standing Committee of the Hanoi Party Committee and Permanent Vice Chairwoman of the Hanoi People's Council, attended the congress and delivered a keynote speech as the head of Working Group No. 10 appointed by the Hanoi Party Committee.

In his opening remarks, Do Thanh Tung, Secretary of the Party Committee and Chairman of the People's Council of Linh Nam Ward, emphasized the motto "Solidarity – Democracy – Discipline – Breakthrough – Development."
He identified two core tasks for the congress. First, the congress must focus on reviewing and evaluating the implementation of resolutions from previous congresses, drawing key lessons, and setting out clear goals, directions, and breakthrough tasks for the 2025–2030 term and beyond. Second, it must uphold democracy and responsibility in contributing ideas to the draft documents of the 14th National Party Congress and the 18th Hanoi Party Congress.
During the 2020–2025 term, Linh Nam Ward shifted its economic structure according to the goals set out in its Party Congress resolution. The ward focused on commerce and services, maintained agricultural production, and avoided land abandonment. Annual budget revenue consistently met or exceeded targets, growing by 5 to 10 percent each year.
Between 2020 and 2025, the ward implemented 46 projects, prioritizing schools, alleyway upgrades, green spaces, and landscaping. Education and training were prioritized, with 100 percent of local schools recognized as meeting national standards. Social welfare efforts were carried out effectively, ensuring timely support for policy beneficiaries, low-income households, and families in difficult circumstances.
Under the theme "Building a streamlined, strong, and comprehensive Party Committee and political system; promoting unity, innovation, and development; mobilizing all resources to develop a modern and civilized urban area in the new era," the congress proposed six key tasks and three breakthrough areas.
The three breakthroughs include: (1) Developing high-quality human resources, promoting comprehensive digital transformation, and fostering innovation and technology; (2) Advancing the economy with a focus on trade and services through modern, synchronized urban planning to create new development opportunities; and (3) Upgrading technical and social infrastructure to improve residents' quality of life and make Linh Nam a destination of significance in Hanoi.
In her remarks, Vice Chairwoman of the Hanoi People's Council Phung Thi Hong Ha acknowledged the achievements of the Linh Nam Party Committee during the past five years. The committee upheld a strong tradition of unity, overcame challenges, and successfully met or exceeded many key targets—some ahead of schedule—contributing to the success of the 17th Hanoi Party Congress resolution.
The ward maintained the correct focus on economic development, particularly in trade and services. Agricultural production along the riverbank reached a value of US$14,700 to US$21,000 per hectare. Annual state budget revenue exceeded targets, growing by 5 to 10 percent. Urban infrastructure received focused investment, with 46 projects implemented, especially in education, roads, green spaces, and landscaping. Land management and construction order showed clear improvements.

Vice Chairwoman Ha called on the Linh Nam Party Committee in the upcoming term to review ongoing work to ensure consistent leadership, smooth operations of the two-tier local government system, and uninterrupted public services for residents and businesses.
She urged Party committees and local authorities to maintain and strengthen unity, responsibility, and innovation. They must continuously improve leadership methods and build a clean, strong political system. The government apparatus should be streamlined and efficient. Preparations must be made for the election of National Assembly deputies and People's Councils for the 2026–2031 term.
The Linh Nam Party Committee must carefully assess the ward's position and advantages within Hanoi's master planning to define a clear development strategy. Of particular importance is completing the detailed 1/500-scale planning for the Red River's alluvial land area to attract investment and unlock land potential. The ward should integrate this planning with Hanoi's southern subzone development plan, ensuring infrastructure compatibility, climate resilience, and dyke protection.
This area should become a highlight of Hanoi, featuring high-tech agriculture, eco-tourism, logistics, and commercial services. These initiatives will generate employment, raise living standards, and promote a green, clean, and sustainable circular economy with advanced agricultural applications.
The ward also needs to enhance the use of information technology in public administration and citizen engagement, aiming to build a digital and electronic government. Officials should receive training in urban management, land use, and administrative procedures to better serve both residents and businesses.
Ha expressed confidence that with unity and strong political will, the Linh Nam Party Committee and local residents will seize opportunities, overcome challenges, and achieve comprehensive progress. She believes Linh Nam will become a model urban ward and a civilized part of the thousand-year-old capital city.
The congress also announced the decision of the Hanoi Party Committee to appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Inspection Committee of the Linh Nam Ward Party Committee for the 2025–2030 term. Do Thanh Tung was appointed Secretary of the Linh Nam Ward Party Committee for the new term.
