To improve efforts in preventing and controlling dengue, proactively manage the situation, and avoid large-scale outbreaks, the Hanoi People's Committee has instructed departments, agencies, and local authorities at ward and commune levels to continue implementing the city's plans and directives.
These include Plan No. 401/KH-UBND, Plan No. 186/KH-UBND, and Official Letters No. 1690/UBND-KGVX and No. 3219/UBND-KGVX. These bodies must also coordinate with the health sector to apply effective and consistent disease prevention measures.
The Department of Health is responsible for directing medical facilities to work with local authorities to monitor the situation, detect cases early, provide emergency care, treat patients, and completely eliminate outbreaks.
The department must provide guidance on identifying high-risk areas, managing outbreaks, and ensuring preventive resources. It must also train local medical staff, assign appropriate treatment levels, resolve obstacles, submit periodic and ad hoc reports, and advise the People's Committee on actions that exceed local authority.
Relevant departments are assigned specific roles. The Department of Culture and Sports must work with the health sector to promote awareness and distribute information on dengue prevention.
The Department of Education and Training must coordinate with local governments to instruct schools to carry out disease control measures, clean school premises, and eliminate mosquitoes and larvae. It must also support outreach efforts and cooperate with local health services to manage outbreaks.
The Department of Finance is tasked with recommending and allocating timely funding for dengue prevention, ensuring efficiency and cost-effectiveness. The Capital Command and the Hanoi Police Department are to coordinate disease prevention efforts and support public security.
People's Committees at ward and commune levels are required to implement the second-half-year plan and dengue control proposals. They must lead prevention and control work and are held accountable to the Hanoi People's Committee.
These committees must secure budgets, materials, and develop response plans based on the "four-on-the-spot" principle. They must identify high-risk areas, develop epidemiological maps, and organize environmental cleanups, mosquito control, and larval eradication.
They are to reinforce response teams and surveillance groups, with reporting due by July 31, 2025. In August 2025, local organizations and associations are to join clean-up and larval eradication campaigns. Any organizations or individuals violating disease control regulations will be strictly handled.
