Accordingly, the City People's Committee has instructed the district People's Committees of Ba Vi, Chuong My, My Duc, Soc Son, Thach That, Quoc Oai, and Son Tay Town to direct relevant departments, agencies, and communal-level People's Committees to strictly implement forest protection and fire prevention measures. The district People's Committee leadership must directly oversee and coordinate with relevant agencies to arrange personnel for forest fire prevention and firefighting.

Communal People's Committees in forested areas must enhance patrols and inspections to manage and protect forests, especially in high-risk fire zones. They must also raise awareness among local residents about their responsibilities regarding forest protection, fire prevention and firefighting in accordance with the law. Furthermore, they should strengthen control and limit access to areas with high fire risks.
The communal-level authorities and forest owners are required to strictly adhere to the established fire prevention and firefighting plans. They must be prepared to respond promptly to forest fires following the "four-on-the-spot" principle, ensuring that all necessary resources and personnel are readily available to minimize damage. Firefighting efforts must prioritize the safety of both responders and local residents and protect property in affected areas.
District and town chairpersons will be held accountable before the Chairman of the City People's Committee for any incidents of forest fires, illegal deforestation, or violations in forestry land management that are not promptly addressed, lack effective resolution measures, or are not reported as required.
The City People's Committee has assigned the Hanoi Police Department to direct its specialized units to collaborate with the Forest Protection Force and local authorities to thoroughly investigate and handle cases of deforestation and forest destruction. Authorities must identify and impose strict penalties on violators of forest protection and fire prevention and firefighting regulations within the forested districts and towns.
The Fire and Rescue Police Force is instructed to strengthen coordination with the Forest Protection Force to inspect and guide forest owners and communal authorities in formulating effective forest protection and fire prevention and firefighting plans. They must ensure that local firefighting resources are adequately prepared based on the "four-on-the-spot" approach.
The Department of Agriculture and Environment, in coordination with the People's Committees of forested districts and towns, the City Police Department, and the Capital Command, must review and implement effective forest protection and fire prevention and firefighting measures and report to the City People's Committee as required.
Additionally, the Hanoi Forest Protection Sub-Department is directed to increase patrols and inspections in high-risk fire areas, particularly those hosting spiritual tourism and festivals, to detect and prevent potential fire hazards. The department must also maintain a 24/7 standby force during peak fire risk periods. Any detected forest fire must be reported immediately according to legal procedures, and firefighting efforts must be promptly mobilized.
The Hanoi Radio and Television Station will collaborate with the Department of Agriculture and Environment (Forest Protection Sub-Department) to enhance public awareness campaigns about forest management, fire prevention and firefighting, and forestry land regulations through various broadcast channels. When the Hanoi Forest Protection Sub-Department issues a fire risk warning of level IV or higher, the station must promptly broadcast this information to alert residents and enable local authorities to implement appropriate fire prevention and firefighting measures.
