Hanoi approves 8,000 administrative officials at district level and above in 2025

The number of professional and technical contract positions in specialized agencies and other administrative organizations under the Capital Law is 412 positions.

Hanoi policymakers on December 10 voted to approve the resolution on the staffing plan and labor contract targets for the city's government sector in 2025 at the 20th session of the 16th Hanoi City People's Council.

According to the resolution, the Hanoi City People's Council approved the total number of civil servant positions and professional and technical contracts in specialized agencies and other administrative organizations under the Capital Law for 2025, as follows: 

The number of administrative civil servants at the district level and above is 7,940 positions (including 7,864 allocated positions and 76 reserve positions).

The number of professional and technical contract positions in specialized agencies and other administrative organizations under the Capital Law is 412 positions.

The resolution also approved the number of staff forwards, communes, and towns, as well as the number of part-time staff at the commune level for 2025, as follows: Ward staff: 1,056 positions; Ward civil servants: 2,625 positions; Commune and town staff: 8,632 positions. The number of part-time staff at the commune level: 8,065 positions.

Additionally, the Hanoi City People's Council approved the total number of civil servants employed by state-funded public service units for 2025, which is 117,555 positions (with 117,275 allocated positions and 280 reserve positions).

A total of 22,838 labor contract positions will be allocated in administrative agencies and public service units in Hanoi for 2025, as follows: 11,918 positions for support and service work under Decree 111/2022/ND-CP (with 1,440 positions in administrative agencies and 10,478 positions in public service units). There will be 2,807 positions for specialized professional work in health and education public service units under Decree 111/2022/ND-CP. Additionally, there will be 8,113 positions for caregivers at kindergartens.

Earlier in the meeting, Director of the Department of Internal Affairs Tran Dinh Canh presented a report explaining that the purpose of reviewing and assessing the current use of staff positions is to identify existing issues and limitations. This evaluation will help develop a staffing plan for 2025 that aligns with job positions, workload, complexity, and the specific nature of the work. The approach aims to ensure a scientific, objective, democratic, and transparent process. Additionally, staffing distribution will be closely linked to the application of information technology, digital transformation, restructuring, and the improvement of civil servants' quality within the units.

Before voting on the resolution, Delegate Nguyen Minh Duc (representing the Hoang Mai District) requested the Director of the Department of Internal Affairs to clarify how the staffing plan for Hanoi will change in light of the Party and Government's commitment to implementing Resolution 18-NQ/TW on continuing to reform and streamline the organizational structure of the political system for greater effectiveness and efficiency.

In response, Director Tran Dinh Canh explained that, in advising the Hanoi People's Committee on the draft resolution, the Department of Internal Affairs had worked with the City People's Committee and other relevant agencies to ensure that no additional staff positions would be assigned, and the staffing will remain as is. The staffing distribution will be adjusted in the future based on the restructuring of the organization, with changes depending on the job positions and responsibilities of the newly restructured agencies and units. The City People's Committee will submit the necessary adjustments to the Hanoi People's Council for approval.
